If you give a position in [x,y] like [0.256,0.896], the node will give pair of coordinates for a surrounding pixel by giving a relative [x1,y1] like [2,-5].
Very useful in pixel processors, to quickly find values of surrounding pixels.
Example you need the pixel at the right of the position [0.2,0.68]
-> offset_x = 1 and offset_y = 0
The node returns a float2 with values [0.21,0.68]
Exact returned value depends of the size of the node that uses this function.
