The ORM map of this Substance represents a packed map of Occlusion, Roughness and Metallic. These can be accessed through the RGB outputs of a texture node in Unreal Engine:
Red = Ambient Occlusion
Green = Roughness
Blue = Metallic

should support 16bit height map because its looks quantize
